11."Licensed public accountant" means a person licensed by the Iowa Professional Licensing Division who does not hold a certificate as a certified public accountant under this chapter, and who offers to perform or performs for the public any of the following services:
a. Records financial transactions in books of record.
b. Makes adjustments of financial transactions in books of record.
An enrolled agent is a person who has earned the privilege of practicing, that is, representing taxpayers, before the Internal Revenue Service.
